Cities: Skylines
What SimCity should have been. I just purchased this last week and I am loving it. I haven't downloaded any mods for it yet, but there are a LOT of mods you can do in this game.

I've only just recently tried Cities: Skylines. I have to say, it's ever bit as good as people say.
